Therapy volume has been at the center of the homecare model since the introduction of Home Health PPS in 1999. In addition, all CMS Post-Acute programming has employed therapy treatment volume as the primary factor in reimbursement for Inpatient Rehab, Sub-Acute Rehab, and Home Health. The Impact Act’s “Volume to Value” shift creates new programming models for Post-Acute Providers that eliminate therapy as the primary payment factor. PDGM replaces therapy-based payments with a clinical acuity-based model derived from the SOC OASIS data.
